Omega
Although he is unaware of it, Samuel Jamestown is one of the first mutants to erupt in the Mutant universe, a "proto-mutant". He gained his powers after he was exposed to the Cipher Ball, an object that granted him precognition and other psychic abilities. When his son was killed by another of the proto-mutants in an event he could not predict even with his powers, Samuel realised that he alone had the potential to guide humanity through the Aberrant War he predicted. In order to reduce the randomness of his predictions, which could not account for mutants with a variety of powers such as Mega-Intelligence or Psychic Shield, "Omega" spent twenty years prior to the Fireman Event devising a variety of methods, techniques and devices to allow him to control, contain or destroy other proto-mutants.
To this end, he devised the Quantum Disruptor, a device that bombarded a localised area with sub-quantum radiation, the same force that empowers Psions. These devices removed a mutant's ability to gather quantum from his or her environment, and was the most effective stopping force for powers. He also took over the Panoptikon in Cuba, and set up a large scale Quantum Disruptor, using it as a prison for mutants who somehow threatened his vision for a perfect world under his guiding hand.
Ultimately, Omega's plans for world domination were stymied when the Fireman's eruption set off an event that led to nearly 60,000 mutants erupting. Even with his incredible powers, mutants quickly outstripped his ability to manipulate events. Omega fought against the dark future he could predict so accurately now, but it was in vain.
Omega's largest failing in his quest to control humanity was his interest in Thomas, and his unwillingness to attack any of the University of Toronto mutants directly, instead resorting to ruses and hopes that Thomas might join Echo Mirage willingly. He succeeded in this agenda posthumously, killed by a nascent Dr. Viktor Mazarin.
