Star Chamber
In the prelude to the Great War, powerful people within five of the involved nations of Germany, Britain, France, America and the Ottoman Empire agreed that there needed to be balance between them. Should war break out because of the complicated series of mutual defense pacts that had been engaged, no one side wished for any others to have the upper edge. In this spirit, the five formed the nucleus of Star Chamber. Its goal was simple: prevent any nation in the world from acquiring too much technology. Answerable to no one, and completely anonymous, Star Chamber used their power to remove people threatening the balance of terror.
After the Great War, Star Chamber had reached its pinnacle of control, influence and information. Their spies, defenders and assassins spanned the known world, and included a great number of people with "superhuman" powers, early examples of Adventure! baseline characters.
When the Fireman incident occured, the agents of Star Chamber concerned themselves with any group that was collecting mutants, whether for good or evil, believing that their duty was still to prevent any one agency from having too much power. While they were well-equipped in terms of anti-mutant devices, their inevitable war with Echo Mirage, another agency that wished to control mutants, left them unable to deal with the Teragen.
