This Story Is True.
At the end of the Brotherhood War, there were many packs left scattered, away from their home territories. In Canada, the province of Ontario had become a loss for the Forsaken: numerous packs ripped apart, vast swathes of territory retaken by the Shadow and seized so tightly that the remaining Forsaken could not chase them out without taking losses too heavy for them to bear.
Most ominously, however, was the seige of Toronto as Pure Packs seized on the fractitious nature of the city and, led by an ancient Pure ancestor spirit, Fracture, the packs of Toronto were forced to flee to the outlying buroughs, and lick their wounds.
The first moot afterwards was an unmitigated disaster. With no true Alpha to lead them, the packs fell on each other. Those who survived the grand melee that broke out were left a shattered people.
Time wore on, and Luna's blessing touched more werewolves. New packs formed: The Spider Fighters, out of Elora; Avalon, in Stratford; Galt's Defenders; Smoke Jaguars, in London; No Borders, at the universities of the area; and the elderly Warriors out of Kitchener.
Their moot was equally disasterous.
Avalon had stolen Loci from the Spider Fighters, causing the wolfblooded family in their territory to be overrun by Azlu. The Smoke Jaguars' Cahalith had begun an affair with a Galt Defender's husband. No Borders ended up turning on itself, while the Warriors showed the entire assembly that age did not reduce deadliness.
In the aftermath, only a handful of survivors managed to walk away, wanting nothing to do with one another, content to allow their pride to overrule their harmony. Slowly, the spirit wilds began to overrun the undefended cities.
But Luna's blessing is far from done winding its way through the bloodlines of wolfblooded. New packs begin to emerge.
